Submitting a credit during the review process which was not submitted at first application

I have a general question regarding the review process:

Say, you have already submitted a certain amount of credits for review and received a preliminary review.

While some credits may be rejected by the reviewers (resp. marked as pending) it could turn out that a credit not submitted first for review could offer a promising chance to be accepted/awarded.

Is it possible then to submit such a credit for final review or for a supplemental (appeal) review that was not submitted at the start of the review process? Or will these (not originally submitted) credits be closed for any submission after the start of the review process?

You can submit new credits for the final review, but they will only receive one review, not two.  If you are doing a split review and want to add a credit after the preliminary design review it might be better to wait to submit the new credit until the preliminary design review - then the credit will get 2 reviews.  If you are doing a combined review or are in the construction review process, then add the new credit and hope for the best - if the review team denies the credit you can always appeal. You can also appeal credits that you have never submitted (new credits.)  This is most often done with the Green Energy credit to top-up the points to reach a targeted certification level.
