Baseline - OK to use generic data and then show improvement with EPD?

Hello!

​I was wondering if it is allowed to use generic data for the Baseline and use EPD for the propsed building to show imporvements?

Hi LEED experts, It is difficult to find rainfall data of 10 years in my country. I'm just lucky to find an international source for that long data.

We have a project that there are two steam plants, one for dehumidifier and processed steam. We have rack washers that use Steam and electricity to do the job.
