This credit requires that "Provide at least one on-site shower with changing facility for the first 100 regular building occupants and one additional shower for every 150 regular building occupants

I am working on a substation building with only 4 FTE and zero visitors, am i still obliged to put the 4 short term bicycle racks or only the 4 long term ones as a minimum? 

Our client would like to pursue this credit for a cruise terminal project.
