Short-term and long-term bicycle spaces (if located in exterior areas) must be “covered” (to protect bicycles from weather), to comply with credit requirements?

In the project, we are locating the bicycle storage in a garage that is shared with other buildings. LEED has replied that it is not clear that a sufficient number has been provided.

Does a "shared lane" qualify to be included as part of a bicycle network? Here in Wichita KS they are designated by a sharrow symbol painted on the street.
