I have a project where I have an existing parking garage on a campus that has PV's on the roof. This parking garage is not part of our LEED site boundary, can I still earn SSc7.1?

Can projects use on-street parking that has time limitations (e.g. Parking is prohibited from 8am-6pm on Weekdays)? Since parking is technically allowed, just not at all times, can this still...
