I don't recall where I have seen that, but NO you can't use that to reduce your consumption for LEED. Essentially your local supplier extracts water from the ground and supplies it to you. This would be you cutting out the supply portion but still using the same resource. It's different if you would treat the water, like rain water, to use it as potable water.
