And you have to analyze this with outdoor air at humidification design conditions (design dew point and mean coincident dry bulb) with the space interior loads both sensible and latent, and space solar loads at zero. Although this make sense, how can you document compliance with this article???? Is there a computer program that can do this?? I've been trying to find an answer with Carrier HAP, without luck. It was built and operates since two years ago outside the US. It has great green features. The problem is that no similar facility exists on Portfolio manager to get a performance rating. I requested information to Energy Star and they responded: "It seems that your facility would be classified as "Other- Other." The meters are owned by the water department and are read by them electronically. The water meter reading data is collected by them at different times approximately twice per day. Many smart controllers are reviewed by the Irrigation Association (www.irrigation.org) but their technical calculations do not include this "CE" value. The CE value appears to be a USGBC term to compare a smart controller to a timed controller. There are a variety of studies completed out there, but they include a wide sampling of controllers and return average savings anywhere from 10% to 40%,...
