I have spent a lot of time on the web with little luck on this same subject. Many smart controllers are reviewed by the Irrigation Association (www.irrigation.org) but their technical calculations do not include this "CE" value. The CE value appears to be a USGBC term to compare a smart controller to a timed controller. There are a variety of studies completed out there, but they include a wide sampling of controllers and return average savings anywhere from 10% to 40%, while manufacturers claim 30%-70% with little or no backup (including case studies). This is no help to you, but maybe someone else knows how to take this data to determine a CE value, or what the GBCI is looking for. I could use the help myself.

This seems to be an all too common issue, one that has been ignored for years in LEED calculations, but that due to the new templates is being revisited. I have always (and it sounds like others as well acccording to the July discussion on this same topic above) used a CE of 1, regardless of the controller type and achieved this credit through other means. I know this isn't terribly helpful, but until the manufacturer's can provide better data it seems to be the work-around.
