Do we need a formal Phase I assessment for a school remodeling project (major renovation)? The school site was a greenfield site when it was originally constructed approximately 50 years ago.

The building is on a campus owned by the school for over 150 years. Before that, the land was part of a farming community. It's pretty much impossible for it to be contaminated.
