Any reason NOT to switch from v4 to v4.1 for the BPDO EPD credit?

I looked at the changes, and I don't see a reason why the switch to v4.1 would not be of benefit.  Am I missing anything, where it could potentially create a problem for a project?

I understand that I can re-use asphalt and concrete paving on the site for this credit, but does this also apply to the 6" type "A" crushed stone aggregate base below these paving types.

Does anyone know or have experience demonstrating that, Seasonal Commissioning, a requirement  of the enhanced commissioning credit has been met in Singapore?
