The v4 reference manual states "locate on a site that is entirely outside any flood hazard area shown on a legally adopted flood hazard map...". For projects without a flood map, it says to locate outside any floodplain with >1% chance of flooding in any given year, which would be the 100-year floodplain. In v2009 it clearly stated to locate on a site that does not contain any land within a 100-year high or moderate-risk floodplain as defined by FEMA to meet Case 1 requirements. Since v4 does not mention the 100 year floodplain and refers to "any flood hazard area", does this mean if it is located within the 500-year floodplain the project does not meet Case1 requirements, but would have to follow Case 2 or 3?

Marc, for v4 Case 1 the phrase "any flood hazard area" can be taken to mean any area with a 1% or greater chance of flooding or the 100-year floodplain, mapped or not mapped. The v4 language should have been clearer.
