Solar Water Heating Performance

Hi, We at climate zone 1, and in normal practices, we use solar water heating storage tank for shower. In ASHRAE 90.1 , table 7.8, which categories of equipment performance we need to follow?

Are conference rooms considered regularly occupied spaces? My thought is that they are not, because they are not used to perform "focused activities".

Our meter is owned by a 3rd party, the local utility company, it is an electronic meter, however, they only take the reading monthly.
