How to "meter" fuel deliveries?

The prerequisite requires energy metering. What needs to be done to meet the requirement for this for fuels that are on a delivery-basis, such as biomass, propane, and fuel oil?

In ASHRAE 55, Section 5.3 Optional Method for Naturally Conditioned, it mentions that "There must be no mechanical cooling system for the space".

AS part of the commercial interiors we are only specifying indoor HVAC plant items. The larger outdoor chillers, AHU's etc are landlord items and fall under the LEED C&S scheme.

Title-24 2008 vs Title-24 2005

Credit language requires using ASHRAE 90.1-2007 (or Title-24 2005 for California projects). Can we use Title-24 2008 instead of the Title-24 2005 version for v3 projects?
