The prerequisite requires energy metering. What needs to be done to meet the requirement for this for fuels that are on a delivery-basis, such as biomass, propane, and fuel oil?

You will need to install a meter that measures the consumption of that fuel.

Thanks Marcus. I think that the more challenging fuel to meter is wood pellets? Any thoughts on how to do this? Can it be done by metering the energy from of the boiler?

Definitely more challenging.
You might be able to "measure" consumption by observing and estimating the quantity of fuel from month-to-month based on the deliveries and the size of the storage bin.
You might also be able to measure the BTUs of hot water/steam and apply some sort of efficiency curve to determine consumption.
