Exemplary Performance for No Parking

If a project has no parking whatsoever, new or existing, can it claim exemplary performance for a 100% reduction?

I'm working on an office project, and there's an atrium. We want to use a translucent and permeable tensioning fabric on the roof of this atrium. Could this structure be considered a shade?

Our supplier is providing basin taps with different flowrates for normal washrooms and disabled washrooms. How can I determine the occupancy of the disabled to estimate water usage?

Can we claim the credit for Make-up air unit? or do we need to model it in Baseline same as proposed? How to show this system in Section 1.4?
