Where do plumbing fixture uses, by occupancy type, come from?

Does anyone know what the basis is for the plumbing fixture uses by occupancy type? For example - 3 water closet uses for each female FTE, etc.

This might be a silly quesiton, but when should you submit the optional ASHRAE compliance forms? If it's optional then why should anyone ever submit these forms?

The credit submittals require "product data indicating meter has capabilities of meeting prerequisite requirements", but the credit language does not specify requirements for the meters themselves
