Hi! My project is getting hot water from the central combined heat and power plant in the campus, but it's NOT getting the electricity from it.

We are working on a building connected to a campus central plant (DES).

What does unbound mean? How is unbound determined? 

We are currently working on 2 small detention facilities (25 beds and 60 beds). Both projects are new construction and are not Retail, school, or hospitality projects.
