Multilevel lighting control

I have 10 lighting fixtures in an office space, and the architect is providing 3 on-off switches:

- switch 1, on-off 5 lightings (50% of lighting numbers)

My project has 2 phases of development. Currently, we only apply LEED for phase 1. There is a big greenery area, reserved for future building in phase 2.

Campus approach: can we install water meter for the entire landscape, sanitaryware as a whole

My project is a campus project, consisting of 4 individual buildings. To fulfill this credit, can I install 1 meter to monitor sanitaryware for 4 buildings together as a whole?

My understanding is that LEEDv4.1 allows on-site renewables to count toward compliance in the prerequisite.
