I am not clear on how this threshold is applied. Is this a cap, meaning, if steel/ concrete is over the 75% then any amount over won't count towards MRc3?

Hi, We already have a Smoke & Vape-Free Environment Policy in place since last year which prohibits smoking in and on the grounds, way beyond the 25ft requirement for LEED.
