Horizzontally attached bldg addition to Non Certified building

NC-2009 MPR2:Must be a complete, permanent building or space

We are working on a new building addition. The new addition building will be attached horizontally to a non LEED-Certified building.

Energy Modeling Licensure

Does anyone know if any states require a P.E. license to offer energy modeling as a professional service? In other words, can a non-licensed individual start an energy modeling firm?

Any one knows where I can get the referenced 0-2005 standard? officially its no longer available from ASHREA and superseded by 0-2013. Any idea how different they may be?
