This option indicates transit passes must be provided to project "occupants". Are "Occupants" FTE, residents, or inclusive of 100% of people who come to the site?

In this credit, there is a requirement for an STCc 50 rating for "Office, conference room" to "Hallway, stairs".

Do the same restrictive rules apply to the Building Envelope CxA as they do to the MEP CxA?  I don't see any detail about this on the USGBC site.
