How to know when is the right time to submit for design review?

The project is about to start (after the COVID-19) lockdown and so money is tight - so how long can we wait to submit for design review?  This is my first LEED project how do I know when

Required percentage of vegetated area.

I have attended numerous seminars, including an all-day workshop at GreenBuild, on V4 and V4.1, and every time I was told that for this credit, the minimum required vegetated area is 25% of the 30%

Meters for every floor? One Tenant Building

In our CI Project, we have a single Tenant.  Per this credit, is a meter required for every floor of this 8 floor building?  We believe that is not required for this CI project.
