If the baseline model meets the 300 unmet hours requirement but the proposed model does not, this may be because the design of that project has an issue. So there is no way to meet 300 unmet hours as LEED requests for the proposed model. Under this condition, can the proposed model still pass LEED review? Or does it have to meet the 300 unmet hours rule to be reviewed?

Maybe. You will be required to provide a thorough explanation for why there are so many unmet load hours. See G3.1.2.3 for mopre information on this justification.
