MR4 -vs- MR7 credits

I have been told on a number of occasions, that the MR7c only applies to new wood.

Is it okay to paint interior components of the building outside of the building but on-site using paints/coatings exceeding the VOC content limits?

LEED HC 2009 ID P1 and c3

Dear LEED users I would like to know, Is the ID credit 3 in HC 2009 design or construction credit, I found the ID P1 is a design credit but the ID c3 is a construction credit in the scorecard..!
