Due to REC pricing violitility it may make sense to purchase the credits earlier in the project. Can RECs be purchased before the LEED project is registered?

I am seeking to identify/establish SR value for aluminum canopies.  Canopy manfacturer does not have a clue what I am looking for.  Is there an industry standard SR value for un
