Is C&S allowed if you are eligible for NC?

We are in the very early stages of a project that is considering LEED certification. Demarcation is still unclear, but it the client is interested in all options.

We have a project built right next to a shopping center. The shoppping center has more than the 10 basic services inside. WoIuld those 10 sevices qualify?

Based upon G3.1.10 (d) “Where no cooling system exists or no cooling system has been specified, the cooling system shall be identical to the system modeled in the baseline building” Does this mean

Can direct reading instruments be used to measure VOCs and PM10? Another user asked specifically about the GrayWolf IAQ equipment and I was also wondering if it can be used for EQc3.2.
