Nowadays, many local energy codes are exceeding LEED's ASHRAE 90.1-2010 Baseline.  Has anybody successfully claimed energy savings for unfinished tenant spaces based on local code?

Are the total points distribution up to us for IWUR, OWUR and Cooling T.?

In LEED BD+C: New Construction V4.1, the outdoor water use reduction credit (2 points) states that alternative water sources can be used to achieve an additional 30% reduction.
