If there is a manually controlled exhaust fan (hood) at a workstation within a kitchen would it be considered as a means of thermal control for that workstation.

We have a total of 2385 individual spaces and to provide thermostats for 50% of these is required to score a point. which means is it that we are required to provide 1193 numbers of thermostats?...
