HCFC count as CFC-based refrigerant?

NC-2009 EAp3: Fundamental Refrigerant Management

Hello

The project I am working on has a pre-existing central plant. 3 of the refrigerants for it are HCFC R123. Do those count as CFC-based refrigerants? And if they do, how do I work...
