Individual workstation controls - Are they really needed?

So I need to ask this general question regarding the lighting controls section of this credit.  Is it really necessary to provide individual workstations in an open office with individual lighting controls, i.e. a dimmable desk lamp!?!?!  I feel like this strategy is antiquated considering everyone is still doing their work on a computer or a tablet or anything with a well lit and dimmable screen.  Why would there be any necessity for task lighting if even task lighting themselves is no longer needed?

Bear in mind, we're lighting a range of tasks for a range of eyesight acuity. You're right that more and more of our work is on the monitors, but still some paper, notes, equipment instructions, fading keyboards and dongles to sort. And the steady decline of eyesight as we age. A 24-7 911 Call center used individually controlled downlights over workstations. 
Workstations in laboratories depend on undercabinet lighting to prevent shadows over their work. LEED tries to address all users' needs.

The requirement for the control strategy in LEED 4.1 is simply: "Provide dimmable or multilevel lighting for 90% of all regularly occupied spaces". If the lighting in the space where the workstations are location is dimmable, then you meet the requirement.If your project is registered as a LEED 4.0 project, you can still use the 4.1 version of this credit, which I would reommned becuase it is much easier to comply with.Also not that the Controls requirement was removed for LEED 5.0 because it was requiring something that is going to be done anyhow for most projects as standard deign practice.
