For projects under 50,000 sf, can the HVAC engineer and commissioning agent be the same person? Obviously not best practice but strictly speaking, is this allowable?

Hi, I had heard/seen (of course now I can't recall where) awhile ago that LEED 2009 projects could use the LEEDv4 credits as ACPs once it has become published in November. Is this true?

Tristan: Has this shown up yet in the Policy Manual or only in the LEED Interpretation dated May 9, 2011 as you've cited? This is unforutnate since motor vehicles aren't going away anytime soon,
