Outdoor View : Regularly occupied areas for Lab Building

The project has a Laboratory building where the testing of equipments will be done. Can we consider these Lab test rooms under non regularly occupied areas?

I am researching HVAC filter manufacturers and none so far seem to be able to provide me documentation for a carbon filter that meet the minimum volumetric ozone removal efficiency of 40%.
