Metal stairs, platforms, and mezzanines included in BPDO credits or not?

Hello, I am in need of clarification on whether some products count towards the BPDO Credits (i.e. MR Credit Sourcing of Raw Materials)

I know the BPDO credits should include 'permanently-installed building products' (mostly falling under CSI Divisions 3-10, 31, and 32) and exclude any specialty/process equipment. 
Our building includes a Baggage Handling System (BHS), which would be defined as excluded equipment. However, the BHS also considers many metal stairs, grated platforms, and mezzanines that would be used for the maintenance and operation of this BHS. These stairs and platforms are added inside the building space, all around the BHS equipment, and are solely used for the BHS. So, if the BHS were to change, these would change too. 

Do these stairs, platforms, and mezzanines count as permanent elements of the building (along with the rest of the stairs and floors)? or are they lumped with the BHS equipment? In other words, should they be included in the BPDO credits or not?
