Does it make sense to break out into two groups? one for public toilets/ lavatories and second group for private toilets and lavatories?

or would it work fine to be just one group to...

LEED v4 has a table (table 4) on page 58 that stipulates specific numbers of gallons of water allowable to either sterilize or wash in instrument tray. can anyone comment from where these values...
