Has anyone used ASHRAE 90.1-2016 as a baseline for a v4 project and know what the adjustment in points would be for this baseline?

Due to REC pricing violitility it may make sense to purchase the credits earlier in the project. Can RECs be purchased before the LEED project is registered?
