Due to REC pricing violitility it may make sense to purchase the credits earlier in the project. Can RECs be purchased before the LEED project is registered? Given the contract retires the correct amount of RECs over the 5 year period. Is there a window that LEED requires the RECs to be purchased during the project?

You can't apply old RECs to a project. RECs need to correspond with the occupancy phase of the building.
