The LEED Online forms say, that WaterSense Tool supports only zip codes of US and Canada. Does this mean that the tool is not suitable for projects outside the US and Canada?

I got a renovation project of the 7 stories existing building to the office which aims to be LEED-CS but the project contains zero lot line.  Is it possible to pass this prerequisite?

Is small water mirrors situated at the roof included in the credit? The architect has planned a few water mirrors close to a sky bar. The water mirrors demand some fresh water.
