Change of credits for Regional Priority

Hi,

I've just seen on this website: http://www.usgbc.org/rpc/LEED-CS/v2009/pe/ that credits for RP category for Peru have changed...

International Project under "other countries"

Is any country receiving RP credits for SC under "other countries". The listed RP are EAc1, c3, c5.2 and WEc1 &c2, if I am correct.

When I look up the regional priorities for NC zip code 28613 it lists "IEQc2.3". I don't believe there is such a credit or am I not reading the spreadsheet correctly?
