Difference between Multiple Circuit-On/Off and Multiple mode

I am having trouble translating these systems. Can anyone explain the difference between these 2 control types?

As the electrical design engineer; what is an acceptable means for me to meet the 90% controllability requirement on my drawings- for open offices? Please keep in mind this is for an open space...
