Enhanced CX 'Design Firm'

If a firm is a AE firm and are signing the arch drawings, but not involved in MEP...can an engineer in the firm be the CX?

I’m presently working on a mid-rise residential social housing building with 5 stories and 76 units. 67 of these apartments are 1 bedroom and 9 are two bedroom.

It is clear that the low cost/no cost items uncovered during the investigation phase in EAc2.1 must ALL be implemented to satisfy the requirements of EAc2.2. My Question: Must ALL of the low-cost/

What the client has is a project for proposed upgrades since the building is quite old, making upgrades necessary.
