Will RECs from TIGR fulfill the credit requirement for EAc4 LEED CI v2009 ?

For a project in Singapore the client are planning on purchasing Green RECs from TIGR.

The reference guide states that "the tenant AND project team can purchase Green-e accredited RECs".

It turned out that the buidling where our client's office is located has a contract signed with an energy provider that doesn't provide green energy.

Is it possible to install onsite renewable energy that met the energy production requirements for energy usage of CI EA4 in lieu of purchasing Green Power?
