Green Power - Carbon Offset

Hi All, I am working on a project located in China.The owner is the local electric company who has solar power and wind power supply. Regarding this, we would like to pursue credit EA Cr4 by performing at least 50% of CI project's carbon footprint with its carbon offset for minimum 2 years. Since the owner's company is not on the Green-e climate certified carbon offset organization list, and our project is outside of the US, could we have an independent local third party to do the carbon offset verification? Such as SGS. If it is not accepted by GBCI, is there any certified verification organization list for us to follow? Please advise. Thanks a lot.

You will need to demonstrate that the green power is equivalent to Green-e or purchase US based RECs. Equivalency requirements are spelled out in the Reference Guide. There is no list of acceptable verification organizations.
