Shall the person who enters his/her initials under signatory section ( for example IEQp1 or EAp2-1, 2-2, 2-3 ) be registered mechanical engineer (PE) ?

FIre Station Apparatus Bay

I'm working on a FIre Station with a 7500 sq. ft. apparatus bay. The bay is approximately 75' X 100' with (3) 195 sq. ft. doors on each of the long ends (6 doors total). Ceiling Height is 20'.

We are working on a project which was registered under V3 on 2015 and still running. My doubt is the the online form is updated from version to version.

Parking garages area - ASHRAE 62.1

According to ASHRAE 62.1 the ventilation rate for the parking area needs to meet 0.75 CFM/sqft. My question is if the inside parking streets are included in the square footage for the calculation
