Confused by Third Party reporting tequirement of Option 3

I would love some insight on why, if going for Option 3, the whole-building water and energy usage data reporting MUST be done by a Third Party Data Source, vs. the actual Owner?

On this webpage in EAc5, I read that there are "Commonly metered systems", including lighting , motors, HVAC loads etc.
