M&V Plan Doubt

Hi everyone, i'm studying the protocol of measurement & verification, and checked out some necessary points which must be in the plan but did not quite understand. The points are: - Specification of the methods to be used to deal with missing or lost metered data. - Expected overall accuracy and anticipated areas of error susceptibility and magnitude of the sensitivity. - Specification of whether Method 1 or Method 2 will be used for savings estimation. - Specification of the approach to be used if estimation of long-term savings is required. This should be provided for each major enduse that is intended to be estimated or derived rather than directly monitored (For example, if there are no data loggers or meters on the building plug loads, and energy savings are expected related to the building plug loads, the M and V Plan should specifically identify how these loads and any savings related to these loads will be estimated).
