Confused by Third Party reporting tequirement of Option 3

I would love some insight on why, if going for Option 3, the whole-building water and energy usage data reporting MUST be done by a Third Party Data Source, vs. the actual Owner? What is gained by this, besides a consultant getting paid for something the owner/client could do on their own? Please help.

This does not mean you have to hire a consultant. The easiest way to do this and the way that enables you to earn a point for reporting the data is Option 1. The owner just agrees to enter the data in Portfolio Manager.
