I have a project seeking this credit where our MEP subconsultant is writing the M&V Plan and the Owner is implementing the M&V Plan. The Owner will likely hire a facilities manager however I am trying to define the qualifications required to implement the M&V Plan. I have been unsuccessful at finding anything in writing to give to my owner. Any help would be appreciated.

The critical qualifications are those of the person/firm that will be responsible for calibrating the energy model. The typical owner/facility manager generally does have this expertise. The typical facility manager can gather data (sometimes with some training) and perform some of the tasks associated with implementing the Plan.
