Exemplary performance threshold under v4.1?

Is anyone able to locate if there is a revised threshold for exemplary performance under v4.1 of this credit? My particular project is a non zero lot line

With the "retain on site" verbiage is there no longer an option to retain off-site?  I have a project in a development that previous buildings have met the LEED 2009 stormwater&

My project site is located in Seattle WA on a parcel of land created in 1916 when the level of Lake Washington was lowered 9 feet.

Pervious Landscaping as an LID

Does pervious landscaping (grasses and trees) count toward LID area that retains water on site in accordance with the Rainfall Events Calculator Strategies tab?
