Campus approach: can we install water meter for the entire landscape, sanitaryware as a whole

My project is a campus project, consisting of 4 individual buildings. To fulfill this credit, can I install 1 meter to monitor sanitaryware for 4 buildings together as a whole?

Is this credit's intent satisfied by having a second submeter serving a buildings exterior hose bibs (in addition to a DHW sub meter)?

Is "rainwater collected" considered "reclaimed water"?

Is "rainwater collected" considered "reclaimed water", I am very confused because according to the LEED guide definition, "reclaimed water" is like a kind of treated and purified wastewater.
