Is this credit's intent satisfied by having a second submeter serving a buildings exterior hose bibs (in addition to a DHW sub meter)? The project has no formal irrigation system but the hose bibs will be used for intermittent manual irrigation when needed for nearby landscaping needs.
If a submeter is claimed in this fashion for the water metering credit could the project still claim 2 points from the Outdoor Water Reduction credit for NOT requiring a permanent irrigation system?
I appreciate any comments on this topic.

The credit language does not require the irrigation system to be 'permanent'.
However, it also states that areas that do not require routine irrigation can be excluded. Hose bibbs are considered temporary irrigation and are not expected to be used routinely (e.g. daily) but rather during drought times of the year. Exclusion is up to the discretion of the project team.
I would include a narrative stating that "all irrigated landscape areas, both permanently and temporarily irrigated, have been included within the submetering requirements". In my opinion this would meet the intent and demonstrate credit achievement.

I had the same situation and was told no by our LEED Coach. They said basically that if watering plants by hand would be a large enough consumer of water to require submetering under this credit, one could argue that an irrigation system should have been installed.
